PTC stands for Positive Temperature Coefficient, and is commonly used to refer to a popular type of automatically resettable fuse. Basically, a PTC part heats up as the load circuit pulls more current, and after a certain threshold, it begins to increase in resistance as it heats up thereby limiting current and creating a self-regulating negative feedback loop.
