Thermoelectric coolers utilize the Peltier Effect to create a temperature differential between two plates constructed from different materials. AS a result, the devices are solid-state heat pumps, where one side will be cool and the other will be hot.
While small, thin, containing no moving parts, and relatively maintenance free, thermoelectric coolers are largely inefficient, operating at around 5-10% efficiency compared to 40-60% efficiency from traditional cooling systems.
